Hands Free or Jail?

In a bill proposed by Harrisburg City Councilor Gloria Martin-Roberts the ban calls for serious penalties, and would make this bill one of the strictest in the country.

First Time Offenders could see a $500.00 fine, Second Time Offenders $500.00-$1,000.00 fine and Third Time Offenders $1,000.00 fine and up to 90 days in jail.

The jail time would be decided by a Magistrate District Judge and would be case by case.

City Councilors got a first look at the proposal at last night's city council meeting and most agreed with the idea just not the penalties.

So by Thursday the councilors will submit their penalty ideas and next Tuesday they will move forward with discussions.

Some feel the penalties should reflect fines in other cities like Philadelphia where first time offenders see a $75.00 fine.

But, this could be a moot point if the state passes their own driving & talking/texting bills.
