The Pentagon has the means to locate anyone in the world, but when it comes to accounting for $20 million dollars, that's a different story.
The internal watchdog for the Pentagon is perplexed over the way the Defense Institution Reform Initiative program or DIRI has been run.
DIRI was created four years ago to improve the war fighting ability of U.S. allies.
Investigators found that record keeping has been so lax that officials don't know if the program truly works.
The Washington Guardian, our investigative media partner, says a lot of money was spent on foreign junkets and other events.
"What investigators from the Pentagon have found was that the program basically went on a spending spree without very much approval,” commented Phillip Swarts. “149 events and 173 other engagements were undertaken by the program without any approval."
For failing to spend money wisely, the DIRI wins this week's Golden Hammer award.
