Gubernatorial hopeful Tom Knox advocates reforms

HARRISBURG, Pa. (AP) — Democratic gubernatorial candidate Tom Knox is unveiling a plan to reform Pennsylvania state government.

Knox, a Philadelphia businessman and one of five Democratic hopefuls, called Thursday for imposing first-ever limits on campaign contributions in state election campaigns. In an e-mail to hundreds of thousands of Democratic voters, he also advocates a ban on gifts and other freebies from lobbyists to public officials.

Currently, Pennsylvania bans contributions from corporations but imposes no other limits. Gifts from lobbyists also are permitted, although they must be publicly disclosed if the value exceeds certain limits.

Two years ago, Knox pumped more than $10 million of his own money into what proved to be losing race for the Democratic nomination for mayor of Philadelphia.
