      <title>UPDATE: CBS 21 learns of an even more outrageous story of collecting money while in jail</title>

<span style="font-weight: bold;">UPDATE:</span><br /><br />The fallout continues from CBS 21&#8217;s exclusive story Thursday night about inmates on unemployment. After that story aired, CBS 21 was informed of more people that collected while behind bars and one particular story really caught our attention.  <br /><br />Because of our story, law makers in Pennsylvania say they will change the law if they have to in order to stop this abuse from happening.  <br /><br />Thursday night, we showed you how easy it is to cheat the system and collect unemployment while in jail. Now, we have a story that is even more outrageous of more tax dollars being stolen.  <br /><br />&#8220;I was outraged about the state not being aware of this activity when I knew I was trying to make someone aware of this activity,&#8221; commented Sherry Smith, whose son collected in jail.  &#8220;And I came up against a brick wall.&#8221;<br /><br />That was Sherry Smith responding to our story about a man who cheated the system by collecting unemployment from behind bars.  She was outraged that lawmakers didn&#8217;t know it was happening.<br /><br />&#8220;You have brought this to my attention at this point in time,&#8221; stated Representative Ron Miller.<br /><br />&#8220;I just find it hard to believe that nobody knows,&#8221; Smith added.<br /><br />Back in September, Smith&#8217;s son, who she didn&#8217;t want to identify, was arrested.  While incarcerated, his wife, who lived near Harrisburg, was collecting his unemployment. <br /><br />This comes even though her husband was in a jail cell in Ohio.  In less than two months, she collected $1200 from the state.   <br /><br />&#8220;I don't know if he was aware of it or not,&#8221; Smith told CBS 21.  &#8220;But I felt as his mother it was my job to look out for him at that point.&#8221;  <br /><br />&#8220;So, you don't even know if he knew?&#8221; CBS 21 asked the mother.  &#8220;I do not know,&#8221; Smith answered.  &#8220;The wife could have just been doing this to get the money?&#8221; prodded our reporter.  &#8220;Yes. Correct,&#8221; Smith stated.<br /><br />Smith called the unemployment office to report the abuse.  She said she was told they couldn&#8217;t do anything about it.  <br /><br />Then, she called the Fraud Hotline, again they wouldn&#8217;t listen.  Smith&#8217;s son eventually lost his unemployment when his former employer challenged the claim.  But it didn&#8217;t have anything to do with him being an inmate.  <br /><br />&#8220;It just amazes me in our day and age with the technology we have that something as easy as cross referencing a social security number seems to be such a big deal,&#8221; Smith added.<br /><br />We first contacted the State Department of Labor and Industry, who controls the unemployment program, for comment 33 days ago.  <br /><br />It wasn&#8217;t until Friday, a day after our initial story aired, that they gave us one.  They said quote, &#8220;The previous administration emphasized paying claims quickly rather than separating claimants that should be claimed from people that should not.  This administration, does not accept the notion that aggressively fighting fraud and properly paying claims are mutually exclusive.  We are working hard to identify and fix flaws, that were in existence, when we find them.&#8221; &#8211; Christopher Manlove:  Department of Labor and Industry. <br /><br />The spokesman went on to say they are now trying to create a system that can cross reference inmates with other government programs.   <br /><br />We spoke to a man Friday from the New York State Department of Labor and he said they started cross filing social security numbers about five years and he said they found and stopped millions of dollars of fraud.  <br /><br /><br /><hr /><br />A CBS 21 News investigation that'll leave you fuming.  We've learned that convicted criminals are beating the system by collecting unemployment money, your tax dollars, while sitting in jail.<br /><br />You would think the government would cross-check inmate&#8217;s social security numbers with those drawing unemployment but that's not the case. <br /><br />This is a story you will only see on CBS 21 News. <br /><br />This story is one that will likely outrage many.  It already has cost tax payers ten of millions every year to house inmates in our crowded jails and gives them food, clothing and health care.  <br /><br />Now we find out, many inmates are collecting government checks while behind bars. Until we told them, the state was oblivious.  <br /><br />&#8220;Do you have any guilt?&#8221; CBS 21 questioned an anonymous inmate.  &#8220;No.  No.  None at all.&#8221;<br /><br />The man does not want to be identified for obvious reasons.  &#8220;What are the repercussions?&#8221; CBS 21 asked.   &#8220;I guess there could be some jail time, or there are definitely fines.&#8221;<br /><br />The man broke the law by taking money from the state that wasn&#8217;t owed to him.  But, our government does not have a clue that our tax dollars are being stolen. <br /><br />&#8220;It was like it&#8217;s hit or miss.  If it works it works.  If it doesn&#8217;t then it doesn&#8217;t,&#8221; added the man.<br /><br />When the man lost his job a short while back, he filed for unemployment. A few months later, he began to serve a two month jail sentence for DUI.  <br /><br />While incarcerated, he didn&#8217;t want to leave his roommates with higher bills.  He also didn&#8217;t want to be broke when he got out.  So, he devised a plan to still collect while sitting in a jail cell.  <br /><br />&#8220;Are you amazed you were able to do this and never get caught?&#8221; we wondered.  &#8220;Yes, I am very surprised.&#8221;<br /><br />Actually, he was even more surprised at how easy it was.  <br /><br />&#8220;Once you start the filing system, there&#8217;s no camera, there&#8217;s nothing looking at you, nothing verifying who you are to file.&#8221;<br /><br />Before reporting to jail, he gave his girlfriend his social security number, unemployment ID and wrote out instructions for her to file the claim online as if she were him.  Every two weeks the money went onto a debit card.  During his two months in jail, he collected $1500. <br /><br />&#8220;Were you nervous?&#8221;   &#8220;The first week or two I was really worried that something would happen or even after the first month; maybe they could track my social,&#8221; the man explained.<br /><br />When he got home, he had to call the unemployment office to update his status.  They had no idea he was ever in jail.  No one said a word to him.   <br /><br /> &#8220;It&#8217;s a loophole,&#8221; the man told CBS 21.<br /><br />As you can see, his plan was very simple. So much in fact, he&#8217;s not the only person to think of it.  There&#8217;s just an unwritten rule in jail; you don&#8217;t talk about it.     <br /><br />&#8220;So this is pretty hush, hush in jail?&#8221; we asked the man and his reply was &#8220;Yes.&#8221;  <br />So there could be a lot of people doing it?  We probed.  &#8220;I&#8217;d say there definitely was several others.&#8221;<br /><br /> &#8220;Almost across state government there needs to be a greater effort to weed out those who are abusing the benefits that are available,&#8221; commented Nathan Benefield of the Commonwealth Foundation.<br /><br />Benefield is with the Commonwealth Foundation, a government watchdog group.  While he doesn&#8217;t have numbers for inmates abusing the system, he does have this number; $376 million.  <br /><br />That is how much the U.S. Department of Labor says Pennsylvania&#8217;s unemployment system wasted, just last year, the third most of any state. <br /><br />&#8220;So this doesn&#8217;t surprise you,&#8221; we asked Benefield.  &#8220;Not at all,&#8221; he replied.  &#8220;This is a rampant thing in our state government and a lot of departments have people abusing the system and finding ways around it.&#8221;<br /><br />&#8220;If people want to cheat there is always going to be that possibility,&#8221; believes 93rd District Representative Ron Miller.<br /><br />Representative Ron Miller is the Chairman of the House Labor and Industry Committee, which writes the laws and regulates the state&#8217;s unemployment program.  He says they&#8217;re constantly trying to find ways to make the system more fraud proof.  <br /><br />But when we told him how easy it is to cheat and explained how it&#8217;s done, this is how he responded. <br /><br />&#8220;It&#8217;s an interesting claim.  I&#8217;ll have to look at the story,&#8221; Miller answered.  &#8220;One thing we can do certainly is talk to the department and see if there is a way to cross file that with the criminal system.&#8221;<br /><br />A cross file would be much like what the Department of Transportation does with car insurance.  If you don&#8217;t pay it, the Department of Transportation will find out, and you lose your license.  <br /><br />Miller admits that a social security cross file between the unemployment office and the prison system would be quick. This man feared it would happen.<br /><br />&#8220;Maybe they could track my social,&#8221; he feared.<br /><br />But it&#8217;s not being done and it&#8217;s costing taxpayers big.   <br /><br />&#8220;You have brought this to my attention at this point in time,&#8221; Miller told CBS 21.  &#8220;I will be talking to the appropriate people to see what could be done to put safeguards in to stop such a thing.&#8221;<br /><br />&#8220;Do you think the state should have a better system?&#8221; CBS 21 questioned the Representative.  &#8220;I do, yes, definitely.  Better safeguards of course, so this doesn&#8217;t happen.  They are losing money.&#8221;<br /><br />Representative Miller said legislative hearings on this topic should start by late April or May.  But first, he has to look to see if there is a law against cross filing social security numbers between the unemployment office and prison system. <br /><br />If there isn't, he will push for it to be done.  If there is a law against it, he will push for the passage of a new law so this doesn&#8217;t happen anymore.   <br /><br /></div>

<span style="font-weight: bold;">UPDATE:</span><br /><br />State Police have joined forces with other law enforcement in surrounding states to catch a man who allegedly shot his wife in the parking lot of the Farm Show Complex Friday morning.<br /><br />This happened as vendors were trying to make their way in to set up for the Eastern Sports and Outdoor Show.<br /><br />State police tell us that visitors to the show will not need to worry about heightened security.  They say this shooting was isolated and there is no need for heightened security at this point because it appears to be a domestic issue<br />.<br />Right now, this guy could be anywhere, they say, even out of the state.<br /><br />Pennsylvania State Police say that around 10:45 Friday morning, just as the Eastern Sports and Outdoor Show vendors were making their way into the Farm Show Complex, cops got a call of a shooting.<br /><br />Jeff Rowland was one of those vendors trying to get in to set up.  &#8220;It was distressing. We didn't know whether to turn around and go home or just wait,&quot; Rowland of Mellott Company explained.<br /><br />Police say that 62-year-old Beau Robinson had allegedly shot his wife, in the parking lot. The SERT team surrounded an RV, thinking he may be inside, but when they realized it was empty and he was gone, their focus shifted.<br /><br />They say he could have taken off with Austin or Ashley Barrett, all of them are from Springfield, Missouri.<br /><br />The possible getaway car is described as a maroon 2002 PT Cruiser with Missouri registration UF4 TLE or a white 2005 Cadillac with the plate CA8T3V.<br /><br />Police cleared the scene around 5 p.m. That's when vendors like Jeff Rowland were finally allowed in.<br /><br />&quot;It was unbelievable. That kind of stuff you see on the news but we were here live,&quot; Rowland remarked.<br /><br />SD Outfitters Shane Dykster hadn't heard the news at all. He was shocked when we told him what had unfolded throughout the day.<br /><br />&quot;Wow! It's something you'd never expect to hear coming from the show,&#8221; Dykster commented.  &#8220;Security has always been really tight.&quot;<br /><br />Robinson's wife is currently at an area hospital being treated for injuries received during the incident.<br /><br />As for the Eastern Sports and Outdoor Show, it will go on as planned. Opening day is Saturday.<br /><br /><br /><hr /><br />What was intended to be a preview of the Eastern Outdoor Show turned into something totally different after a tragic shooting and believed standoff in an RV behind the Farm Show Complex Expo Hall.<br /><br />CBS 21 was the first station on the scene and arrived just minutes after a woman was shot in an RV, at 10:44 a.m.<br /><br />Almost instantly there were dozens of law enforcement officers from several agencies including the State Police SERT team.<br /><br />Police from a number of agencies were taking cover from the would-be shooter, police were also directing vendors who were near the shooting out of the area.<br /><br />As more and more police arrived on the scene, we were even able to spot one gentleman running to safety with police.  At the Farm Show, we spotted at least three snipers after the SERT team arrived.<br /><br />Starting around noon we heard the police using bullhorns to try to coax the suspect out of the motor home.  By about 230 p.m. they had broken the glass of the RV and were using cameras to look into the RV<br /><br />&#8220;The guy won't answer his door and the woman won't come out,&#8221; explained vendor Zach Minnick of Dover.  &#8220;The cops have assault rifles, they have riot shields, dogs the whole nine yards.  We were right in the middle of it, they were like bunkered down around us as we're like looking from the windows scared as crap.&quot;<br /><br />While police were working to resolve this situation behind the Expo Hall, vendors who came out to see what was happening were very concerned about how this is going to impact the show.<br /><br />&#8220;Everybody has a lot of money tied up here,&#8221; commented vendor Patrick Elswick from Charleston, West Virginia.<br /><br />By about 2:45, SERT teams had made there move with at least four officers going into the RV, only to found it empty.<br /><br />That means that is assumed that the suspect is still on the loose.<br /><br />Those who were nearby the incident state that the police did a quick and effective job.<br /><br />At this point you can get out, but can't get in.  CBS 21 will continue to keep you informed on this serious situation.<br /><br /><hr /><br />CBS 21 has learned that no one was inside the RV that was fired into.&nbsp; The Farm Show is currently on lock down with police searching the entire campus for the man.&nbsp; <br /><br />CBS 21 will continue to provide updates of this serious situation as they become available. &nbsp;&nbsp; <br /><br /><hr /><br />CBS 21 spoke to some vendors that police escorted out of the area from where the shooting took place.  <p class="Body1">The guy won't answer his door and the woman won't come out,<span style='font-family: "arial unicode ms";'>&#8221;</span> explained Vendor Zach Minnick. <span style='font-family: "arial unicode ms";'>&#8220;</span>The cops have assault rifles that have riot shields, dogs, the whole nine, we were right in the middle of it, they were like bunkered down around us and we're like looking from the windows scared as crap.&quot;</p><br /><hr /><br />There are reports of three shots being fire into the RV at the center of the stand-off.<br />__________________________________________<br /><br />The Pennsylvania State Police Troop H, Harrisburg, is investigating a shooting incident that occurred on February 3, 2012 at approx. 10:44 a.m.  The location of this incident is in the Pennsylvania Farm Show Parking Lot, at 2300 North Cameron Street, Harrisburg.<br /><br />At approx. 10:44 a.m. security at the Pennsylvania Farm Show Complex reported an incident in the parking lot.  A Harrisburg City police officer responded to the scene and discovered a female gunshot victim.   Pennsylvania State Police Troop H Harrisburg responded to the scene as well as members of the Pennsylvania State Police Special Emergency Response Team (S.E.R.T.).  A perimeter was set up and the location secured.  The shooting victim was removed from the scene and transported to a local hospital for treatment; her condition is not known.  Police believe the assailant knew the victim.  <br /><br />There is no immediate danger to the public.  Additional details will be released as they become available.<br /><br />The Dauphin County DA's office is assisting with the investigation.<br /><br />___________________________________________<br /><br /><span style="font-style: italic;">UNCONFIRMED</span> reports are that a man has shot and killed his wife.&nbsp; Police have not entered the vehicle - an RV- because they are unsure if children are inside.<br /><br />__________________________________________<br /><br />From Kirk Clyatt on the scene - <br />So far much of the information we have is still incomplete ... One thing we do know is that late this morning here at the Farm Show Complex there were dozens of officers with guns drawn, the CERT team here and at least one ambulance on stand-by.<br /><br />A person clearly had barricade himself in an an RV outside of the back of the expo hall.<br /><br />About noon we heard police with bullhorns trying to talk him out ... We continue to see heavily armed police on the move.<br /><br />We talked to a number of vendors for the Eastern Outdoor Show who police escorted from the area ... They were stunned and shaken by what they had seen ... One a vendor from Illinois told me had never seen anything like this.<br /><br />My information is that police are restricting access to much of the Farm Show Complex and vendors setting up for the start of tomorrow's show may now be confined to the building. <br /><br />Police have now seemed to have moved to a more forward position closer to the RV.<br /><br />I had an unconfirmed report of a shot being fired earlier and it is still unclear if the person in the RV has a hostage or has just barricaded himself in the vehicle.<br /><br />More as it becomes available.<br /><br />_____________________________________________<br /><br />Details are few as police work a situation at the Pa Farm Show complex.&nbsp; CBS 21 News reporter Kirk Clyatt reports that police are attempting to talk a man out of a vehicle.<br /></div>

<span style="font-style: italic;">Information provided by the PA State Police:</span><br /><br />The Pennsylvania State Police Troop H Major Case Team is continuing its investigation into a shooting incident that occurred in the parking lot of the Pennsylvania Farm Show Complex at approximately 10:44 am on February 3, 2012.  The female victim is currently at an area hospital being treated for injuries received during the incident.<br /><br />The Pennsylvania State Police are still searching for 62-year-old Beau Gaylord Robinson, a suspect in the shooting; Robinson is described by police as a white male, approximately 6-feet tall, weighing 210 pounds with brown eyes. He is possibly driving a maroon 2002 PT Cruiser bearing Missouri registration UF4T1E.  Charges of aggravated assault are pending against Robinson.<br /><br />State Police forensics investigators are processing the crime scene in order to collect additional evidence.<br /><br />State Police have been in contact with authorities in multiple states in their effort to locate the suspect. <br /><br />Also assisting in the investigation are the Dauphin County DA&#8217;s Office and the FBI. <br /><br />The Pennsylvania Farm Show Complex has been checked by police and there are no indications of any danger to the public as a result of this incident.<br /><br />All access restrictions have been lifted and the Eastern Sports and Outdoor Show will commence as scheduled.<br /><br /><hr /><br />The Pennsylvania State Police are asking for the public&#8217;s assistance in locating 62-year-old Beau Gaylord Robinson, a suspect in a shooting this morning in the parking lot of the Pennsylvania Farm Show.<br /><br />Robinson is described by police as a white male, approximately 6-feet tall, weighing 210 pounds with brown eyes. He is possibly driving a maroon 2002 PT Cruiser bearing Missouri registration UF4T1E or a white 2005 Cadillac bearing Missouri registration CA8T3V. <br /><br />Anyone with information is asked to call 911. Do not attempt to approach or stop the individual.<br /><br />Robinson could possibly be traveling with Austin and Ashley Barrett, all from Springfield, MO, police said. <br /><br />At about 10:44 a.m. today, security at the Pennsylvania Farm Show complex was notified of a shooting in the parking lot at 2300 N. Cameron St., Harrisburg. <br /><br />A Harrisburg City police officer responded to the scene and discovered a female gunshot victim. The shooting victim was removed from the scene and transported to a local hospital for treatment. Her condition is not known. Police believe the assailant knew the victim.  <br /><br />Pennsylvania State Police, Troop H Harrisburg, responded to the scene as well as members of the Pennsylvania State Police Special Emergency Response Team (SERT).<br /><br />Upon searching the recreational vehicle, where the shooting took place, the SERT members discovered the suspect was no longer in the vehicle.<br /><br />The Dauphin County District Attorney's office, Harrisburg City Police and Capitol Police are assisting with the incident. Last night around 7, a bartender at The BBQ Tavern called police to report 52-year-old Edward Manning missing.<br /><br />She said that a man who she's never seen before left his buddy at the bar in Middlesex Twp and left with Manning to take him to Fulton Bank in Silver Spring Township. The man returned to pick up his buddy at the bar about 45 min later, but without Manning.<br /><br />Middlesex Township Police say that Manning had a routine. A bartender tells CBS 21 that Manning would get food every day and take it back to his hotel room at the Roadway Inn, which is right next door to the BBQ Tavern. <br /><br />She says he was slow, confused, but a nice man. She said she's never seen the other men involved in this.<br /><br />Middlesex Police are reviewing surveillance video from the bank which show Manning walking in, withdrawing money from the teller, but it was not an unusual amount. It does not show anyone else. This was shortly after 4 p.m. Thursday.<br /><br />Manning's last listed address led police to a Swatara Township business. They say he's been living at the hotel in Middlesex Township since November and have no idea what brought him there. They are having a hard time finding his family.<br /><br />Middlesex Twp Police describe the two men they're looking for as white, in their late 30s or early 40s and one wore glasses. They were seen leaving in a brown/tan full size old model car. <br /><br />One of the men told the bartender he was from Grantville area.<br /><br />If you need more information, contact Officer Thomas Day at 717-226-1066.<br /><br /></div>

<span style="font-weight: bold;">UPDATE:</span><br /><br />The accident Friday morning is now a fatal crash.  The driver of the Nissan Murano passed away at University Medical Center.<br /><br />        The deceased has been identified as Vesna Hrgic.&nbsp; Hrgic, 31, lived in the first block of Stephen Road in East Pennsboro Township.<br /><br />        The driver of the pickup truck has been identified as John William Funk.  Funk, 60 is from the 600 block of Mountain Street in Summerdale in East Pennsboro Township.  Funk is currently being treated at the University Medical Center for his injuries which are not believed to be life threatening at this time.<br /><br /><hr /><br />The West Shore Regional Police Department is investigating a serious traffic crash that occurred Friday morning, February 3, 2012 around 6:30 am in the 1st block of North Front Street in the Borough of Wormleysburg. <br /><br />        The investigation is in its very early stages but at this time it appears as though a Nissan Murano Sedan was proceeding North on North Front Street and for unknown reasons crossed over into the Southbound lane and was involved in a collision with a Ford F150 Pick Up truck that was proceeding southbound.<br /><br />        At this time we are not positive on extent of injuries to either occupant of each vehicle.  (There was only a single occupant in each)  Both were transported to the University Medical Center in Hershey.<br /><br />        The pickup truck was being driven by a 60 year old male believed to be an East Pennsboro Township resident.<br /><br />        The sedan was being driven by a 31 year old female believed to also be an East Pennsboro Township resident.&nbsp; As soon as additional information is available and can be released we will provide that information.&nbsp;         Anyone that may have witnessed this crash or has any information pertaining to the incident is asked to contact the West Shore Regional Police Department at 717.737.8734. <br /><br /> <br /><br /></div>

Police are currently searching for Terry Jeanne Monheim, 58 of Vandergrift on sexual assault charges.<br /><br />Between 2003 and 2005, Monheim befriended a teen through a church organization.  Soon after, Monheim began sexually assaulting the girl.<br /><br />The victim, who is now 22, was 14 to 16 years old at the time of the assaults.  The victim lived in Spring Grove at the time, while Monheim lived in Hempstead, Maryland.<br /><br />Monheim faces charges of statutory sexual assault, indecent assault on a minor and corruption of minors.<br /><br /></div>

After months of negotiations, the Humane Society of Harrisburg and the City of Harrisburg appear to have reached an agreement. <br /><br />Just minutes ago, the city says they sent the Humane Society a signed copy of an agreement...<br /><br />The agreement would end months of back and forth between the shelter and the city.  The Humane Society is asking for 70,000 to take in stray city animals.<br /> <br />The shelter shut off services to the city in October, after they fell behind in payments. <br /><br />What to do with strays has been an issue since the debate began, upsetting people living in and near Harrisburg.<br /> <br />Again, the city Friday says they have signed an agreement which will pay the Humane Society of Harrisburg to take in stray animals. <br /><br /></div>
